An brief introduction of China’s subsidy policy for hydrogen fuel cell vehicles
China is boosting its hydrogen economy. We estimated that more than 400 policies regarding hydrogen industry have been issued in the last two year, by China’s central or local governments. It’s crucial to have a clear understanding on role of these policies for hydrogen industry. In this article, we will have a brief introduction of one of the most influential policy-National subsidy for hydrogen fuel cell vehicles.
Time frame
The latest version of this subsidy policy was issued by central government on September, 2020. This policy is effective during a four-year period 2020-2023.
Eligibility
Hydrogen fuel cell vehicle applications in three city clusters:
Beijing city clusters
Shanghai city clusters
Guangdong Foshan city clusters
Total amount
The total subsidy amount offered by China central government will be up to 1.5 billion Rmb through 2020-2023.
Standard
Hydrogen fuel cell vehicles will be divided into 3 categories:
Sedan;
Light truck, medium and small size bus: total weight≤12 tons;
Heavy truck and large bus: total weight≥12 tons
In the 2020, the subsidy standard is:
Sedan: 247,000 Rmb
Light truck, medium and small size bus: 208,000 Rmb
Heavy truck and large bus: 364,000 Rmb
Declining subsidy
For the year 2021, 2022 and 2023, national subsidy will retreat gradually. The declining factor will be 0.92,0.85,0.69 (year 2020=1).
Extra reward
High performance key parts (such as fuel cell stack, MEA, compressor, ..) could get some extra reward, decision will be made by expert committee of city cluster’s government.
Generally, this subsidy policy favors those commercial hydrogen cell vehicles with higher power and high performance key parts. This could explain the surge of heavy duty truck in 2021.
