Envision Energy is poised to commission China’s largest renewable ammonia facility in Chifeng City, Inner Mongolia, with Phase 1 (300,000 tons/year) starting operations in September 2025. The groundbreaking project—off-grid and powered by wind and solar—will expand through three phases to reach a total of 1.52 million tons of green ammonia production annually by 2029, positioning China as a global leader in zero-carbon hydrogen derivatives.

The project: P0 to P3

Construction began in April 2023, with an initial 20,000-ton pilot phase (P0) launched in March 2024 to test electrolysis technologies and off-grid integration. The upcoming Phase 1 (P1) will deliver 300,000 tons green ammonia annually by September 2025, followed by Phase 2 (P2, +320,000 tons) which will begin construction in August 2025 and is due to production by November 2026 and Phase 3 (P3, +900,000 tons). The full-scale project, totaling 1.52 million tons/year by 2029. The estimated investment for P0, P1, and P2 are 500 million Yuan, 2.4 billion Yuan, and 2.4 billion Yuan respectively, targeting domestic industrial decarbonization and international markets like Japan.

Certifications and Offtake: Gaining Global Recognition

At the 2024 World Hydrogen Summit (Summit) in Rotterdam, Envision secured the Bureau Veritas Renewable Ammonia Certification, validating compliance with international standards. The company is also pursuing ISCC Plus certification and RFNBO alignment, critical for exporting to the EU. Envision also signed an offtake agreement with Japan’s Marubeni at the Summit.

Transportation: railway and pipeline

Currently, the green ammonia for export purpose could be transmitted by railway to Jinzhou port, where Envision is busy constructing an 80,000 cubic meter liquid ammonia storage and processing facility since June 2024.

Furthermore, Inner Mongolia government has revealed the plan to build a 4,400km green hydrogen and derivative pipeline network which includes a 299km ammonia transportation pipeline connecting Chifeng and Jinzhou with 5 million tons transportation capacity annually. Feasibility study work has begun this month.
