(Shanghai, China) On October 30, Shanghai government issued a policy document-Green Transition Plan for Maritime Fuel in Shanghai, suggesting that Shanghai will establish one million cubic meter LNG refueling and one million ton green fuel (green methanol and green ammonia) refueling capacity by 2030. The policy also says that these standards and infrastructures would lay foundation for Shanghai’s status as a maritime green fuel exchange and qualification center.

For the one million ton green fuel, the policy states 300,000 ton would be produced locally in Shanghai, while the rest would be sourced from other regions such as Taonan and Songyuan city in Jilin province.

Shanghai will prioritize building green fuel production facilities within current chemical complex, according to the document.

The policy underlines biomass as a resource to produce green LNG and green methanol which see anaerobic fermentation and biomass gasification as feasible technology in Shanghai region. The policy also stresses that Shanghai government will support technology innovation to achieve breakthrough in green fuel sector, especially producing methanol from cellulose anaerobic fermentation biogas and biomass gasification, low pressure hydrogenation of carbon dioxide to methanol, large-scale planting of energy crops in tidal flats, as well as normal temperature and atmospheric pressure electrochemical synthesis of ammonia technologies.
