Shanghai to have 70 hydrogen refueling stations and 10,000 FCEVs in operation by 2025
(Shanghai, China) Shanghai government issued a hydrogen industry development plan on July 31, according to this plan, Shanghai will build and operate 70 hydrogen refueling stations by 2025, increasing substantially from 14 stations currently.
This plan also outlined that Shanghai will target deploying 10,000 FCEVs by 2025, up 4-folds from about 2,500 FCEVs now in operation.
According to this plan, commercial FCEVs will have the priority through this period, particularly heavy-duty trucks and buses operating on intercity routes. For heavy-duty trucks, it will encourage the applications in container, steel, and logistic road transportation scenarios.

Shanghai is a renowned hydrogen hub in China, headquartered by dozens of innovators and manufacturers across the hydrogen supply chain. Located at the heart of China’s industries and economy, Shanghai has plentiful application fields for hydrogen and the good fiscal situation of local government makes it can afford subsidies which are vital for low carbon hydrogen economy.
In 2022, Shanghai released its first hydrogen strategy, Shanghai Mid-Long Term Hydrogen Industry Plan 2022-2035, which outlines the targets through 2035. The recent plan announced on July 31th specifies the near term target of Shanghai’s hydrogen development.
